A phrase is a group of related words that is used as a single part of speech and does not contain a verb and its subject.

(a). I like to see a smiling face. (b). I like to see a face with a smile on it. The word “smiling” in sentence (a) tells more about the noun “face”. Hence, it is an adjective.
Similary, in sentence (b), the group of words, “with a smile on it”, also tells more about the noun “face”. Hence, the group of words does the work of a single parts of speech, namely, adjective and therefore, it can be called a phrase. As the phrase does the work of an adjective, it is an example of an adjective phrase.
