1. GETTING TO THE EVENT SOUTH PADDOCK, SEPANG INTERNATIONAL CIRCUIT (SIC) Jalan Pekeliling, 64000 KLIA, Selangor Darul Ehsan, Malaysia



The event will take place at the South Paddock of the Sepang International Circuit (SIC), a motorsport race track in Sepang, located approximately 60 km south of Kuala Lumpur City Centre, and 15 km away from Kuala Lumpur International Airport. PARTICIPANT SHUTTLE BUS There will be free shuttle buses running from Kuala Lumpur International Airport (KLIA) to Sepang International Circuit and back. Instructions to get to the pickup point and the schedule is as below: ◼



When exiting the KLIA Ekpres/Transit, take the escalator up to Level 2, before taking the escalator or lift down to Level 1 ‘Tour Coach Lounge’ – this is clearly signposted.







Team managers and drivers will be given priority for transfers to ensure arrival in time for the mandatory team briefing.

SHELL ECO-MARATHON ASIA 2019 PARTICIPANT HANDBOOK GETTING TO KLIA ◼ KLIA Ekspres: This train service runs between transit hub in Kuala Lumpur (KL Sentral) and the airport (KLIA). The journey takes around 30 minutes. The first train departs KL Sentral at 05:00 and the last train departs KLIA at 01:00, with train frequency every 15-20 minutes. Standard fares are RM55 for one-way and RM100 for return: ◼

KLIA Transit: This train service makes three stops between KL Sentral and KLIA, at Bandar Tasik Selatan, Putrajaya & Cyberjaya and Salak Tinggi. The journey from KL Sentral to KLIA takes around 36 minutes. The first train departs KL Sentral at 04:33 and the last train departs KLIA at 01:03, with train frequency every 15-30 minutes. KLIA Transit fares depend on point of embarkation/disembarkation.

SHELL ECO-MARATHON ASIA 2019 PARTICIPANT HANDBOOK BY CAR/TAXI Via Elite (in the direction of Kuala Lumpur International Airport) 1. Turn left into Exit 608 Persimpangan KLIA and onto Lebuhraya Klia Extension/E6. 2.



Go straight and turn left into Exit 1 Bulatan Masjid towards Jalan Pekeliling.

At the roundabout, take the second exit and stay on Jalan Pekeliling.

Go straight until you see ‘Sepang Circuit’ on your left. Drive past Sepang International Circuit.

At the next traffic light, turn left and go straight until you arrive at a left junction to turn into South Paddock.

The designated car park area is Bay 5 located just outside of South Paddock, it is on your immediate right after you turned into the junction.

Please follow the traffic marshal’s instruction to park your vehicle.



Note: There are heavy vehicles expected along Elite highway, please drive with care. 2. ARRIVAL AND DEPARTURE PROCEDURES PARTICIPANT CHECK-IN



Participant check-in is available on Sunday, April 28 from 09:00 – 18:00 and on Monday, April 29 from 09:00 to 12:00.



ARRIVAL 1



If you are taking the participant shuttle bus, it will automatically take you to the participant entrance. If you are coming to Sepang International Circuit by taxi or private transport, please direct them to the participant entrance as well. 7

At the participant entrance, form an orderly queue to have your bags checked by the security team.

Once the bag check is completed, please proceed to the registration/induction area.



REGISTRATION 4



Team managers should queue with their passports on hand

Team managers should let us know which team members are currently present a. We can only issue accreditation for the people currently on site. Please do not collect for people not currently present as they need to attend the safety induction which will be ticketed.

If there are missing documentation/new members, we will collect the documentation

Once all documentation is duly verified, we will issue the appropriate number of team badges, lanyards and tickets to the safety induction. Meal vouchers will be issued as a set to the team manager



SAFETY INDUCTION 8



The entire team should then proceed to the safety induction room for a video briefing that will last for about 3 minutes.

After the video, one red wristband will be given to each participant and you should immediately put it on. They are non-detachable and hence, non-exchangeable. We will not issue extras for any teams so make sure you are very careful not to lose them. These wristbands will be used as identifiers throughout the event for genuine participants of Shell Ecomarathon Asia.

the team checklist. The team checklist is a very important document that you must keep with you throughout the event. It will track what you have borrowed and will be required from you for participant check-out. Please bring it with you to technical inspection registration as well so they can give you your equipment.

PARTICIPANT CHECK-OUT Participant check-out is available on Wednesday, April 30, from 17:30 – 19:00 and from 20:00 to 22:00 for UrbanConcept teams only and on Thursday, May 1, 09:00 – 22:00 for all teams. Please follow these steps for your team’s check-out: 1



Clean your garage and collect all your hazardous waste (fuels, brake fluids, lubricants) into your hazardous waste container.

With your checklist, all the items issued to you during technical registration, your hazardous waste container and any dangerous goods you wish to dispose of, head to the waste disposal area. Get it stamped against the liquid waste can.

Return all your technical equipment to the technical registration desk. A member of the technical team will verify that they are returned in the same condition they are borrowed in and stamp against the relevant item on your checklist.

Bring your completed checklist to the participant information desk and 10

A member of the participant care team will walk with you to your garage to verify that everything is in order. If there are elements missing or damaged, this will be noted and taken out of your travel allowance as per Article 206 in of the Shell Eco-marathon Asia 2019 Rules, Chapter II.

Once the garage check is complete, the member of the participant care team will exchange your team checklist for an authorisation slip. This authorisation slip should be submitted to Agility at their helpdesk and will notify them that they are able to bring your crates in for packing after 17:00.

3. SITE AMENITIES



SHELL ECO-MARATHON ASIA 2019 PARTICIPANT HANDBOOK



PADDOCK Access to the paddock is permitted from 11:00 to 22:00 on Sunday, April 28, 2019 and from 08:00 to 22:00 on April 29 – May 2, 2019 for participants with the appropriate wristbands. The paddock will be closed between 22:00 and 08:00. Nobody is allowed indoors during this time. There will be no power in the paddock area on site when its closed. FOOD AND CATERING There will be a catered dinner every day. We will also issue each participant MYR 50 worth of food vouchers for use over your time at the event. This voucher is redeemable at the Shell convenience shop, deli2go, food trucks and Nestle. These establishments will operate from 09:00 to 18:00 on April 28 – May 2, 2019. Provisional offerings are as below:



Please make sure you do not eat in the garages for safety reasons. You may either eat at the indoor catering or the outdoor catering area. 12

4. HEALTH, SAFETY AND SECURITY The health, safety and security of the participants and the public at the event is of the highest priority to us and we are determined to achieve Goal Zero. Goal Zero means carrying out this event safely so that we ensure that there is no harm to people, no damages to assets, and no detriment to the environment. To achieve this, your cooperation in complying with the following safety measures is essential. You should notify us about any anomalies or incidents.as soon as it occurs. Participants are required to play their part in achieving Goal Zero by applying the Health, Safety, Security and Environment (HSSE) Golden Rules. The three HSSE Golden Rules are, YOU and I: ◼



Comply with the law, standards and procedures;







Intervene in unsafe and non-compliant situations; and







Respect our neighbours.



The Organisers will monitor and manage the event using a safety team. The purpose of the safety team is to promote good practices, challenge unsafe conditions and behaviours, and assist the teams any way that they can. If a participant is asked for cooperation by the safety team then they should treat this with seriousness and comply with all reasonable requests. Teams that are found to be in violation of any of the below regulations will be subject to the penalties stated in Article 207 of the Shell Eco-marathon Asia 2019 Rules, Chapter II. The Organisers reserve the right to disqualify a Team and to order them to either stop work until the matter in question is rectified or to be dismissed from the competition area for not complying with any safety rules. The Organisers also reserve the right to disqualify the Team immediately, depending on the gravity of the offense, without recourse to warnings. 13

Possession and/or importation of controlled drugs and psychotropic substances is an offence in Malaysia and is punishable by law. Please note that trafficking drugs in Malaysia carries the mandatory death penalty.







In addition to legal prosecutions from the authorities, any drug and narcotics related breach of the regulations will be treated as equivalent to a third infraction of the team which will results in immediate team disqualification (see Article 207), even if no prior violation has occurred.







Smoking on site is only permissible at the external designated smoking areas. Vaporisers such as e-cigarettes and e-cigars including refills are banned in Malaysia. 14

Alcohol consumption by any participant is strictly not allowed at all times on-site. The Organisers reserve the right to intervene and remove from site any person(s) found to be, in their sole and absolute determination, in a state unfit to participate.



IMPORTANT ADVICE ◼



Visitors to Malaysia are not covered by any state medical plans. Event participants and foreign visitors are to ensure they are adequately insured through their own (private or employer) health care insurance.







Malaysia is a hot and humid country, to prevent heat exhaustion:











Be well hydrated at all times. Ensure you are well rested before participating in the event.







Physically demanding tasks should be scheduled to cooler times of the day, and indoors if possible.







If you feel unwell, do not continue your activity: –



Rest in a cool, shaded area







Drink cool water







Remove unnecessary clothing/loosen clothing







Shower/sponge with cool water, if possible.



Fatigue occurs when a person gets insufficient sleep and may result in injuries or illnesses: ◼



It doesn’t matter who you are – everyone can be affected by fatigue and be at risk of increased mistakes and injury.







Inform your team manager/faculty advisors, do not ignore fatigue! Team managers and faculty advisors should also look out for signs of fatigue in their teams.

The First Aid points (indicated by the the live period of the event;

Due to access to the venue you must seek medical attention from the safety team so that the correct instructions can be given to the emergency services if required; and







The team manager will take the following responsibilities for their team: ◼

Supervisor at the hospital







Supervisor for bringing participant back to the Event when treatment is complete. 16



SHELL ECO-MARATHON ASIA 2019 PARTICIPANT HANDBOOK SAFETY INSIDE THE PADDOCK PADDOCK SAFETY AND HOUSEKEEPING Teams are required to adhere to the following rules: ◼ No



cutting, welding or grinding work is to be carried out in the paddocks. Cutting, welding and grinding must be carried out at the Welding Tent by the professional welders ◼



The welding service is only for minor modifications or repairs and not intended for teams to have their vehicle completed immediately after arrival to the event. All teams must go through Technical Inspection before accessing welding services. Vehicles requiring major modifications must have Technical Director approval;



◼ Vehicles



with internal combustion engines are not permitted to run their engines in the paddocks. This may only be done in designated areas outside the building.



◼ Lift



stands or appropriate raised platforms should be used for vehicle tuning and repairs;



◼ Use



duct tape to secure any cords or cables lying on the pit floor;

PERSONAL PROTECTIVE EQUIPMENT Teams share responsibility for safety matters and are required to provide adequate safety gear (‘Personal Protective Equipment’) including but not limited to the following for use at the Event: 17

glasses for all Participants (disposable types are permitted) or impactresistant glasses or goggles when necessary;

protection for all Participants (approved ear plugs or muffs);



masks when required for work generating airborne particles



◼ Gloves



for general work: leather or canvas;



◼ Gloves



for handling fuel or motor oil: chemical resistant material (nitrile gloves are recommended);



◼ Closed



shoes must be worn at all time in the paddock and track area (sandals and flip-flops will not be permitted);



FIRE SAFETY In light of previous fire-related incidents, the Organisers stress that Teams must manage fire risks with utmost seriousness. Any improper fuel storage, battery charging, or poorly mitigated fire risks deemed to contribute to unsafe conditions will lead to the removal and disposal of the offending items. At the Event, Teams will be briefed on rules and guidelines for fire safety. Team Managers will be required to ensure that their Team strictly adheres to the rules and guidance provided. ELECTRICAL SAFETY Teams must ensure that the tools and equipment that they bring to the Event are safe for use in Malaysia (220V/240V, 50Hz) and without defects. Example of defects include but are not limited to: damaged plugs, exposed wires and malfunctioning parts. If the equipment is rated for a different voltage, please use it with an appropriate voltage adaptor. A professional electrical engineer will be patrolling the paddocks to inspect the equipment to ensure compliance. In the event the Organisers are of the view that such tools and equipment is/are unsafe, the Organisers have the sole and absolute right to confiscate the item for return at the end of the Event. Additionally, Teams must comply with the following regulations: 18

Fire blankets or lithium polymer battery bags must be used when charging lithium batteries (see Article 24h); and only chargers specifically made for the type of battery should be used. Programmable chargers should be set at the right setting before charging. Batteries must not be left to charge unattended and there should strictly be no overnight charging of batteries (all power in the paddocks will be cut off at 22:00).







All electrical equipment used must be properly fused. All cables must be in good condition and appropriate for the equipment it is intended for. High wattage electrical appliances must not be plugged into a multiple plug strip. If you are using a multi plug strip, each must have internal overcurrent protection. (see Article 24j)

SHELL ECO-MARATHON ASIA 2019 PARTICIPANT HANDBOOK For your safety, respect these rules during the Event: If site evacuation is announced, walk briskly to the nearest exit and towards the muster point, via the path indicated by the arrows below.



The first aid centre is open throughout the event i.e. from 09:00 to 22:00 on Sunday, April 28 and from 08:00 to 22:00 on April 29 – May 2. The site’s medical first aid post can provide basic medical treatment and advice for minor or non-emergency medical conditions; including advice to the nearest medical clinic. Never walk on the track (except during the authorised track reconnaissance scheduled), on the safety lane or in any restricted areas. Do not smoke in or near any the paddocks, welding tent, fuel storage area, technical inspection, practice track, panelling area and Start/Finish area or anywhere within the exhibition hall. Smoking is only permitted in the 20



SHELL ECO-MARATHON ASIA 2019 PARTICIPANT HANDBOOK external designated smoking areas. Vehicles are only allowed to be driven on track. In all other areas, the vehicles need to be pushed at walking speed by a participant and should never be out of the participant’s control. Beware of moving vehicles (Prototypes, UrbanConcepts, forklift engines, service vehicles etc.) Pay attention to pedestrians at all times when moving or driving vehicles. Charging of lithium batteries should be done only with the charger that came with the battery, or with a charger specifically configured for the battery in question. Unattended battery charging is prohibited, and batteries must be placed in a battery bag or wrapped in a fire blanket during the charging process Waste lubricants and unused fuels should be stored in the provided hazardous waste container and brought to the hazardous waste disposal collection area located at the Agility offices during participant check-out. Teams are not allowed to keep gas cylinders overnight. Gas cylinders should be returned to the hydrogen inspection at the end of every day. Flying of drones is not allowed.

SHELL ECO-MARATHON ASIA 2019 PARTICIPANT HANDBOOK SECURITY GENERAL PRINCIPLES Effective personal security is enhanced by following the 3As principle: ◼ Awareness: Knowledge and understanding of the security threats and what



can be done to reduce risks;



◼ Alertness: Being alert to what is happening around you; and ◼ Attitude: Including security as part of your daily routine.



IMPORTANT ADVICE ◼ Use the free shuttle buses provided for Shell Eco-marathon participants; ◼ Prepare and consider your travel arrangements carefully and ensure



someone knows where you are going, who you are with and when you might be home;



◼ Look as assertive as you can, walk with confidence and be aware of your



surroundings and who is around you;



◼ Avoid short cuts and dark isolated areas, vary your routine and be discreet



handling cash, phones and wearing jewellery in a public place;



◼ Never take your safety for granted and look after your friends so that they



don’t become vulnerable. Remember your personal safety is more important than your phone or other valuables;



◼ Create a list of important contact numbers (such as banking details, card



numbers, passport number etc.) you may need in the case of emergency and keep this list secure and separate from your possessions.

5. COMPETITION

ACCESS TO TECHNICAL INSPECTION ◼



During technical inspection, a maximum of five people are authorised to join: the two drivers, the team manager and two additional participants. One of these individuals should be the team’s electrical expert.



ACCESS TO THE TRACK ◼ The



daily technical and safety briefing is mandatory for the team manager and the drivers (main driver and reserve driver) if they would like to go on track for the day. The briefings address all safety rules that need to be observed on and around the track.



◼ It



will be held at the following schedule at the indoor catering zone marked with an X below

◼ The



briefing will commence at the stated time sharp. You must scan your RFID tag to confirm attendance.



◼ If



the team manager is not present at this briefing the vehicle will not be authorised on track for the whole day. Only the drivers attending the briefing will be authorised on track for the whole day

SHELL ECO-MARATHON ASIA 2019 PARTICIPANT HANDBOOK START FINISH TENT ◼



Only vehicles which have passed technical and safety inspection will be allowed in the queue to access the Start/Finish tent.







The vehicle may be accompanied by a maximum of three participants, including the driver, who have the appropriate ID badges, wristbands and high visibility vests. Once the vehicle has left the starting line, all non-driving participants must leave the starting area.







It is forbidden to work on the vehicle in this area. In case of difficulties in starting the vehicle, a maximum of two minutes will be granted to try again, after which time the team must return the vehicle to the Paddock for repairs. teams must re-join at the end of the queue when they would like to attempt again.







Drivers must wait for a signal from the flag bearer (green flag) before starting and must carefully enter the track at the merging point on the track/pit lane. It is forbidden to cross the solid demarcation line separating the track and the starting lane.

SHELL ECO-MARATHON ASIA 2019 PARTICIPANT HANDBOOK BREAKDOWNS AND OTHER INCIDENTS ◼



It is forbidden to carry out repairs on the track. In the event of a flat tyre, even when near the starting line, a new start will not be granted for the attempt in question.







Intentional stopping on the track is forbidden unless it is required by the competition, e.g. for UrbanConcept vehicles.







The driver is allowed 30 seconds to attempt to re-start the vehicle from within its driving position.







In the event of a breakdown drivers must: ◼



Remain inside the vehicle and bring it to a full stop on the left-hand side of the track if possible







Wait in the vehicle for the Track Marshals to arrive; they will help you to move to an area off-track where your team can collect the vehicle







In an emergency (e.g. fire or roll over), the driver should exit the vehicle to wait for the Track Marshals to arrive. Always exit your vehicle on the side closest to the track protections and stay aware of other vehicles.







If due to an incident, the race is stopped and the red flag used, all vehicles on the track at this time will receive one additional attempt.

8. AFTER THE COMPETITION RESULT CERTIFICATES Teams will be able to download their Result Certificates in the registration system in the week following the competition. TRAVEL ALLOWANCE Teams present at the competition in Malaysia will receive their travel allowance via bank transfer, on the bank account indicated in the invoice completed during Phase 3. Please allow several weeks, even months, for the transfer to go through, as this takes time to process.
