1.0



INTRODUCTION Pendahuluan 1.1 This standard instruction is applicable to all chemicals and hazardous materials used in REKAYASA. Instruksi standard ini disiapkan untuk penanganan bahan kimia dan bahaya-2 dari setiap material yang dugunakan di Rekayasa Industri.



2.0



PURPOSE Tujuan 2.1

To ensure proper purchasing, receiving, handling, labelling, storage and disposal of chemical and hazardous materials in REKAYASA. Untuk meyakinkan bahwa pembelian, penerimaan, penanganan, penandaan, penyimpanan dan pembuangan bahan kimia dan material berbahaya di Rekayasa dilaksanakan secara baik, benar sesuai aturan.



RESPONSIBILITY Tanggung Jawab 3.1 The HSE Committee shall be responsible for the contents of this standard instruction. Panitia K-3 bertanggung jawab dalam pelaksanaan instruksi standard ini. 3.2 The HSE Managers / Construction Manager concerned are responsible to ensure that this standard instruction is followed within the site. HSE Manager / Pimpinan Proyek bertanggung jawab untuk meyakinkan bahwa instruksi ini dilaksanakan di setiap lapangan. 3.3 The HSE Committee shall be responsible to evaluate and monitor all chemicals and hazardous materials used in REKAYASA. Panitia K-3 bertanggung jawab untuk mengevaluasi dan memonitor setiap bahan kima dan setiap mate4rial berbahaya yg digunakan di Rekayasa Industri. 3.4 HSE Manager / HSE Officer shall advice on the legal and other requirements. HSE Manager / HSE Officer akan memberi saran dalam ketentuan legal dan ketentuan-2 lainnya. 3.5 All employees and other relevant interested parties concerned are responsible to comply with this standard instruction. Setiap karyawan dan lainnya bertanggung jawab untuk menyesuaikan dengan instruksi ini. 3.6 A supplier / subcontractor shall furnish an up-to-date MSDS for each hazardous chemical supplied. Penyalur / subkontraktor harus meng up date MSDS untuk setiap bahaya kimia yg di suplai.

For any new chemical requested by end user, they must obtain the complete MSDS from the supplier / manufacturer and submit to HSE Committee for verification and approval using Chemical and Hazardous Material Requisition and Evaluation. Untuk bahan kimai yang baru yang dipesan oleh user, MSDS harus dilengkapi dan disertakan oleh si penyalur dan diserahkan kepada Panitia K-3 untuk di verivikasi dan disetujui dengan menggunakan Bahan Kimia dan permintaan serta evaluasi material-2 berbahaya The Project Manager will verify and approve the chemicals based on the information contained in the relevant MSDS and notify the Contractor to process the purchase process. Pimpinan Proyek akan memeriksa dan menyetujui berdasarkan informasi dari MSDS dan menyarankan untuk memproses pembelian. The contractor / subcontractor shall ensure that the appropriate information (MSDS) accompanies each product. The containers must be correctly labelled. Those chemicals without MSDS and not properly labelled will be returned to supplier / subcontractor. Kontraktor / subkontraktor akan meyakinkan kebenaran informasi (MSDS) setiap produk. Kemasan (container) harus dilengkapi dengan label/tanda. Setiap bahan kimia tanpa dilengkapi dengan label yg benar dan MSDS akan dikembalikan ke penyalur. The site concerned must ensure that right facilities for handling and storage are available when the product arrives. This includes emergency purposes. Proyek harus meyakinkan bahwa fasilitas yg benar untuk menangani dan menyimpan sudah tersedia bila produk datang, ini harus termasuk dengan bila terjadi kondisi darurat. The HSE Committee shall identify and record in a register all chemicals hazardous to health used in the place of work using Register of Chemicals Hazardous to Health. Panitia K-3 akan mengindetifikasi dan memcatat dalam register setiap bahab kimia yang membahayakan pada kesehatan yang digunakan di tempat kerja dengan menggunakan buku register bahan kimia yang membahayakan pada kesehatan. The register shall be maintained by HSE Manager in good condition and be updated from time to time and shall contain the following information: Buku catatan tersebut harus dipelihara/disimpan oleh HSE Manager dengan baik dan selalu di up date dari waktu ke waktu dan akan disesuaikan dengan informasi berikut: A list of chemicals hazardous to health used; Daftar bahan kimia yang digunakan dan membahayakan bagi kesehatan The current Chemical Safety Data Sheet (MSDS) for each of the chemicals hazardous to health except for pesticides which shall have information; MSDS (Material Safety Data Sheet) untuk setiap bahan kimai yang membahayakan bagi kesehatan kecuali untuk pestisida, akan diinformasikan. The average quantity used, produced or stored per month or per year whichever is applicable for each of the chemicals hazardous to health; Rata-2 jumlah pemakaian yg digunakan, produk atau yg disimpan per bulannya atau per tahun untuk setiap bahan kima yg berbahaya bagi kesehatan.

The name and address of the supplier of each of the chemical hazardous to health. Proses dan lokasi kerja dimana bahan kimia yg berbahaya bagi kesehatan digunakan dan nama serta alamat si penyalur bahan tersebut. The register shall be accessible to all employees at the place of work who may be exposed or are likely to be exposed to chemicals hazardous to health. Buku catatan/register akan di sampaikan kepada setiap karyawan disetiap tempat kerja yang mungkin dapat terpapar atau mungkin terpapar oleh bahan kima tersebut. Purchase of Existing Chemical Pembelian Bahan kimia regular Any existing chemical to be purchased in REKAYASA should have Chemical and Hazardous Material Requisition and Evaluation. Di Rekayasa dibeli juga bahan kimia yang sifatnya rutin/regular, inipun harus mempunyai PERMINTAAN DAN EVALUASI MATERAIL BERBAHAYA DAN KIMIA Contractor will purchase base on Register of Chemicals Hazardous to Health. Kontraktor akan melakukan pembelian berdasarkan pada Register bahan kimia yang membahayakan bagi kesehatan. For existing purchase, it is not necessary for Project Manager / HSE Committee to evaluate, submit Standard Packaging and Labelling Requirement. Untuk pembelian bahan kimia yg rutin, tidak diperlukan evaluasi dari pimpinan proyek dan HSE Manager, sampaikan Standar kemasan dan label/tanda yg diharuskan. Site shall receive physical chemical according to Standard Packaging and Labelling Requirement. Any discrepancy during received, site personnel shall inform contractor immediately. Contractor will notify vendor / supplier. Proyek akan menerimabahan kimia secara pisik sesuai dengan standard kemasan dan label/tanda yg sesuai dgn ketentuan. 4.2



Chemical Handling Penanganan Bahan Kimia All the chemical handler must read and understand the instructions on the label and the MSDS, and any other information provided with the chemical, relevant equipment and personal protective equipment (PPE). Setiap orang yg bertugas menangani bahan kimia harus membaca dan mengerti setiap instruksi yang terdapat pada label dan MSDS dan informasi lainnya yg disiapkan bersama bahan kimia yang relevan dengan peralatan dan alat pelindung diri. The Project Managers / HSE Manager / Construction Manager concerned must ensure that all the chemical user has received effective training in the use of chemical and the precautions to be taken. Pimpinan proyek / HSE Manager / Constructuon Manager harus meyakinkan bahwa setiap pemakai bahan kimia sudah di training dalam menggunakan bahan kimia dan precaution

The Project Managers / HSE Manager / Construction Manager concerned must ensure that protective measures such as local exhaust ventilation or shielding are present and functioning properly. Project manager, HSE manager dan Construction manager harus meyakinkan bahwa alat keselamatan seperti sistim ventilasi udara atau tirai pelindung sudah tersedia dan berfungsi. The Project Managers / HSE Manager / Construction Manager concerned must ensure that all the chemical user check the protective clothing and other safety equipment, including respirators if required. Project manager, HSE Manager dan Construction Manager harus meyakinkan bahwa setiap si pemakai bahan kimia selalu memeriksa baju pelindung dan alat keselamatan lainnya termasuk alat pelindung pernafasan bila diperlukan. 4.3



Labelling and Re labelling Tanda tanda dan pengulangan pemberian tanda The Project Managers / HSE Manager / Construction Manager concerned shall ensure that all chemicals hazardous to health used are labelled and that labels are not removed, defaced, modified or altered. Project Manager, HSE Manager dan Construction Manager harus meyakinkan bahwa setiap bahan kimia yg berbahaya bagi kesehatan yg menggunakan label/tanda tanda tersebut tidak



di buang/dilepas, di rubah, rusak dsb. If the labels are removed, defaced, modified or altered while the chemicals hazardous to health is being used at the place of work, the Project Manager / HSE Manager, shall relabelled the chemical. Bila tanda tersebut di lepas, dirubah dan rusak sementara bahan kimia tersebut sedang digunakan diproyek, project manager, HSE manager akan segera memasang kembali label yg baru. When a chemical hazardous to health is transferred to another container, other than that in which it was originally supplied, and the contents of that container are not used within a normal work shift, the Project Manager / HSE Manager / Construction Manager shall ensure that the container is relabelled. Bila bahan kimia yg berbahaya buat kesehatan tersebut di pindahkan ke container lain, Project Manager, HSE Manager dan Construction Manager harus memeriksa kembali bahwa label dipasang pada container yg baru. 4.4



Chemical Storage Penyimpanan Bahan Kimia Non-compatible substances should not be stored together. Bahan yang tidak dapat bercampur harus disimpan secara terpisah. Chemical containers in the storage area should not be leaking, rusty, or damage, and must be properly stacked. Container kimia di tempat penyimpanan tidak boleh bocor, karatan atau rusak dan harus disusun dengan baik dan aman.

There should be adequate ventilation to ensure that any leakage of hazardous vapours will be sufficiently diluted and eliminated. Harus terpasang sistim ventilasi yg baik untuk meyakinkan bahwa setiap ada kebocoran gas berbahaya akan langsung dibuang melalui sistim ventilasi. For chemicals that pose a risk of fire or explosion, the following should be observed: Untuk bahan kimia yang berisiko pada kebakaran dan peledakan, instruksi berikut harus diikuti.

Chemicals should be stored in well-ventilated areas away from possible sources of ignition. Bahan kimia harus disimpan di lokasi dengan sisitim ventilasi yg baik dan jauh dari sumber api yg dapat menimbulkan api.

An automatic fire protection system, such as sprinkler system, heat or smoke detector should be provided where appropriate. Sistim pencegahan kebakaran secara otomatis, seperti sprinkler, smoke dector harus terpasang dan berfungsi.

There should be easy access to fire protection equipment. Jalur untuk mengambil alat pemadam kebakaran harus lancer tidak terganggu/tertutup.

Only quantity necessary for the operation of the site should be stored. Hanya jumlah yg diperlukan untuk operasi yang boleh disimpan di proyek.



Assessment of Risk to Health Pemeriksaan atas risiko kesehatan All the site shall not carry out any work which may expose or is likely to expose any employee to any chemical hazardous to health unless a written assessment has been made by an assessor of the risk created by the chemical to the health of the employee. Setiap lokasitidak akan melaksanakan kegiatan dimana kemungkinan terpaparnya karyawan dengan bahan kimia berbahaya tsb, kecuali assemen atau pendataan atas risiko yg mungkin terjadi sudah disiapkan. The assessment shall include: Pendataan harus meliputi: -



The potential risk to an employee as a result of exposure to chemicals hazardous to health; Risiko yg berpotensi kepada karyawan untuk terpapar oleh bahan kimia berbahaya.

The method and procedures adopted in the use of the chemicals hazardous to health; Metoda dan aturan di terapkan dalam penggunaan bahan kimia berbahaya tersebut.

The nature of the hazard to health; Bahaya alami daripada bahan kimia.

The assessment shall be reviewed by the HSE Committee if: Hasil pendataan tersebut akan di periksa ulang oleh Panitia K-3, bila: -



There has been a significant change in the work to which the assessment relates; Sudah ada perubahan pada pekerjaan sesuai dengan pendataan.

More than five years have elapsed since the last assessment; or Sudah lebih lima tahun dan berlalu sejak pendataan terakhir.

Directed by the Director General, Deputy Director General. Di instruksikan oleh Direktur atau wakil direktur.



The HSE Manager / Construction Manager shall ensure that the assessment to be carried out. The assessment report shall be submitted to Project Manager within one month after completion of the assessment. HSE Manager, Construction Manager akan meyakinkan bahwa pendataan atas risiko akan dilaksanakan. Pendataan harus dilaporkan kepada project manager satu bulan setelah selesai pendataan The report shall be kept in good condition in HSE Jakarta Main Office. Laporan tersebut akan disimpan dengan baik oleh HSE Jakarta / HO 4.6

Where an assessment report indicates that action is required to eliminate or reduce the actual or potential exposure of an employee to chemicals hazardous to health, the Project Managers concerned shall carry out such action, which may include changes to work processes, practices, procedures, plants or engineering control equipment, within one month after receiving the assessment report from the assessor. Bila dalam laporan pendataan terdapat diperlukannya tindakan untuk mengeliminasi atau mengurangi kondisi actual atau potensi paparan, pipmpinan proyek segera melaksanakannya, dengan merubah proses pekerjaan, metode, prosedur, plant engineering dalam mengontrol peralatan dalam waktu 1 bulan setelah menerima laporan hasil pendataan. All control measures must reduce the exposure level of employees to chemicals hazardous to health to the lowest practicable level, or for those chemicals to which have been assigned with PEL, to below the limits. Setiap alat ukur pengontrolan harus menurunkan level/tingkat paparan ke tingkat yg rendah atau bahan kimianya ke level yg rendah. Chemicals hazardous to health should be controlled through the following control measures: Bahan kimia yg berbahaya bagi kesehatan harus dikontrol melalui sistim sbb.: -



Elimination of chemicals hazardous to health from the place of work; Mengeliminasi bahan kimia yg berbahaya bagi kesehatan dari tempat kerja.

Program survey kesehatan harus dilaksanakan bila pendataan menyatakan bahwa hal tsb diperlukan untuk melindungi kesehatan karyawan dari paparan bahan kimia berbahaya. An occupational health doctor shall carry out the medical surveillance component of the health surveillance programme. Doctor kesehatan kerja akan melaksanakan komponen-2 survey secara medis (medical) program. HSE Jakarta and HSE Site should maintain records of the health surveillance in good condition. HSE Jakarta dan HSE proyek akan memelihara / menyimpan catatan hasil survey tersebut dengan baik. Employees are allowed to access their own health surveillance record after a reasonable notice being given. Karyawan diperbolehkan untuk mengetahui hasil pemeriksaan medis setelah pemberitahuan disampaikan.

Medical Removal Protection Pencegahan dalam penarikan karyawan secara medis. Employees should not be engaged and shall be removed from any work that exposes or likely to expose them to chemicals hazardous to health on each occasion that medical finding, determination or opinion expressed by an occupational health doctor shows that the employee has detected medical condition which places him / her at increased risk of material impairment to health from exposure to chemicals hazardous to health. Bila bahan kimia yg membahayakan bagi kesehatan yang digunakan di setiap lokasidan dinyatakan membahayakan bagi kesehatan karyawan, pimpinan proyek aka meyakinkan bahwa: - Warning signs are posted at conspicuous place at every entrance of the area to warn persons entering the area of the hazards, and Poster peringatan sudah terpasang disetiap tempat masuk/gerbang lokasi sehingga akan mengingatkan setiap karyawan bahwa mereka memasuki daerah yg berbahaya, dan -

Other relevant information is given to persons who may be or are likely to be at risk of being affected by the chemicals hazardous to health. Informasi lain yg relevan dan menyampaikan pada karyawan bahwa kemungkinan terpapar oleh risiko bahan kimia berbahaya. Use of Approved Personal Protective Equipment (PPE) Pemakaian alat Pelindung diri yang disetujui. The approved type of personal protective equipment (PPE) provided shall: Alat pelindung diri yang disediakan harus:
