1. SCOPE PEMBANGUNAN DERMAGA ISLAND BERTH DAN SPL DI TERMINAL LPG BALONGAN Engineering Execution Plan (EEP) has been assembled as a set of individual plans covering major aspects of project implementation.



2. PROJECT DESCRIPTION 2.1 Field Description Implementation of government programs related to kerosen replaced with LPG at the Java Island. Therefore, PT.Pertamina (Persero) must develop facilities as supporting distribution process. PT. Pertamina (Persero) is planning to build a dock facility with a vessel leaning maximum capacity of 25000 DWT, for tanker facilities that will supply LPG at LPG terminal Balongan, submarine pipeline facility that will transfer LPG received through tanker to Spherical tank. PT. Pertamina (Persero) also planning to build 3 (three) a LPG Spherical tan with capacity of 3000 MT). 2.2 Engineering Office Description Detailed engineering activities will be centralized in PT WIKA’s office located at Jl. Biru Laut, RT.1/RW.11, Cipinang Cempedak, Kecamatan Jatinegara, Kota Jakarta Timur, Daerah Khusus Ibukota Jakarta 13340 (Engineering office), Occasional visits to the field may be required and shall be coordinated with PT. Pertamina (COMPANY).



2.3 Project Scope of Work COMPANY awarded the EPSC 1+2 contract for the South Compression Platform and South Manifold Platform to CONTRACTOR. This overall scope of work is detailed in Exhibit A of the contract documents. CONTRACTOR in turn, has awarded the Detailed Engineering scope of work to PT. WIKA with reference to Work Units 1.1 and 1.2 as detailed in Sections Exhibit of the Contract.



2.4 Project Stakeholders Project stakeholders are defined in the Contract Agreement document, as follows: 

3. SCOPE OF SERVICES 3.1 Design Endorsement PT WIKA shall perform the endorsement as part of Work Unit 1.1 – Endorsement – Pre-engineering survey, of Exhibit E Design Dossier in accordance with Article 13 of the AGREEMENT. PT WIKA shall also formally review and verify the applicable parts of the specifications, datasheets and engineering documentation included in EXHIBIT and related to COMPANY ITEMS as specified under PO101, PO102, PO103 and PO106. CONTRACTOR shall accept all dimension related matters which could affect: 



The design of the PLANT,







The compatibility with the CONSTRUCTION EQUIPMENT.



PT WIKA shall also formally review and verify the applicable parts of the specifications, datasheets and engineering documentation related to COMPANY ITEMS as specified.



3.2 Detailed Engineering PT WIKA shall conduct the Detailed Engineering for all stages of the work as part of Work Unit 1.2 – Detailed Engineering in compliance with Scope of Work.



4. STRUCTURE OF THE ENGINEERING EXECUTION PLAN The individual procedures, developed as separate documents to facilitate the engineering process. Each component of the Engineering Execution Plan is detailed in the following sections.



4.1 Engineering Administration Plan This covers all miscellaneous administration issues, project office, travel, mail, courier, security, work permits, office hours, etc.



4.2 Engineering Alignment and Communication Plan This covers all project alignment and communication channels including:  Understanding stake-holders’ (COMPANY’s) value drivers, developing project vision/mission statements,  Clarifying key project success factors and then developing relevant Key Performance Indicators (KPI’s) for measuring and reporting success.  Organization charts  Roles and responsibilities  COMPANY/CONTRACTOR and general team building activities  Meeting plans

4.3 Engineering Contract Management Plan This covers the steps required by PT WIKA and CONTRACTOR’s Project Management teams to fairly execute the jointly signed contract with due attention to specific performance reporting and review requirements.



4.4 Engineering Project Control Plan This comprises of the procedures for preparing the base planning package for the contract, Engineering Deliverables Register, logic driven Project Schedule, Progress S-Curve, Manpower Histograms, Progress Measurement Procedure, Invoicing Procedure and Procedure for development of Engineering Schedule.



4.5 Engineering HSE Plan This comprises the HSE Activity Plan that includes all office occupational HSE requirements and all “Safety in design” type issues.



4.6 Engineering Quality Plan This is a key plan that defines how PT WIKA ensures the high quality of its detailed engineering. It addresses key areas such as:  Compliance with PT WIKA’s Quality Policy (including ISO 9000:2000 requirements)  Quality assurance  Codes and Standards  Quality Audit Plan



4.7 Engineering Human Resources Plan This covers all HR issues that are unique to the project. It is largely underpinned by PT WIKA’s corporate HR policies within the Enterprise Management System (EMS).



4.8 Engineering IT Management Plan This covers all project IT issues.



4.9 Engineering Plan This procedure describes the engineering organisation, key personnel responsibilities, coordination roles and the engineering execution strategy.

Engineering Document Preparation Procedure This procedure covers the document preparation activities based on COMPANY requirements. Key document preparation guidelines are provided.

Engineering Document Control Procedure This procedure covers the control of documentation during the project, means of transmittal, tracking, traceability, filing (both electronic & hard copy), revisions and final documentation.

Engineering Document Approval Procedure This document describes a procedure for checking and approval for all documents and drawings to be produced during detailed engineering which will be issued to COMPANY in accordance with the CONTRACT and in compliance with Exhibit G (Coordination Procedure).

Engineering 3D CAD Implementation Procedure The purpose of this procedure is to outline the methodology and the procedures required for the use of the Plant Design Management System (PDMS). Document Identification and Numbering Procedure This comprises of a structure of identification and a method of assigning new document and drawing numbers based on Country, Field/Site, Zone/Installation, Originator and Sequential Number. The sequential number denotes discipline, document type and identification number.

Engineering Interface Coordination Procedure This procedure identifies information required by PT WIKA to proceed with Detailed Engineering. Interfaces between CONTRACTOR and OTHER PROJECT CONTRACTORS and SUPPLIERS in conjunction with requirements set out in Exhibit A (Scope of Work), Exhibit E (Design Dossier) and the Interface Matrix (Annex 4 to Exhibit A) are utilised as a basis for setting up battery limits and highlight interface points with each party. This document will be dynamic and will be further developed and updated as information becomes available between all interface parties.

Engineering Procurement Support Plan This comprises the Engineering Procurement Support Plan for activities relating to preparation of support documentation for issuing RFQ’s for tagged equipment and long lead items.

Engineering Change Management Plan This plan addresses the management of technical change issues that may occur during the detailed engineering phase of the project.

Engineering Closeout Plan This procedure comprises the Project Close-out Activity Plan. It also directs inclusion of PEMBANGUNAN DERMAGA ISLAND BERTH DAN SPL DI TERMINAL LPG BALONGAN Project documentation into PT WIKA’s Knowledge Base. The Lessons Learnt process is described.
