One phase wire may be disconnecte reading missing from the main supply.

If 440 Volts input supply to control is available the voltmeter, it may be open at TS1-1. If voltage at the back of voltmeter is 230 V but st half reading that means voltmeter is defective. These fuses F1 & F2 are H.R.C. fuses. These will Amps MCB used in machine is not working MCB Rating 32 Amp. 1 no. Tap or 12 no. Tap of voltage compensat internally or externally. Due to this heavy current w neutral. If MCB is functionally OK then it will trip. If MCB & F2 will blow within seconds.

F3 fuse is connected in series with all relays, wh AC directly i.e. RE16, RE2, RE6, RE8, and connected in series with Fluoro filament circuit. If fuse is not blowing now, then there is section. Check all the relays coils by disconnectin one.
